No more than they can provide for, both financially as well as emotionally. Over-population wouldn't even be an issue (or hardly an issue) if parents only had as many kids as they could reasonably provide for.
Could you possibly add some more choices like: I don't care how many they have, they can have as many as they can support and they can have as many as they want?
This is the parents choice. However if you can only afford so many kids should think of that before putting yourself in a hole. Second I think one as that child get all your attention. Parents tend to often favour one child. Which ruins the child's self esteem and creates bad family dynamics.
2-3 if you're going to have kids IMO. The extra one every so often makes up for those that only want one or don't have any at all. Stable population is important not only for overpopulation reasons but also for economics as well. Too few new children cause stresses on the economy down the road when there are too few producers and too many consumers.
