How far can boldness take you?

I've always believed you can get away with a ton of shit if you're just bold and go for it but I wonder how far? to be specific I've heard of guys doing this before but can it actually work.

Ladies if a random guy just came up to you and said something to the effect of, '' I think you're beautiful and I was wonering if I could kiss you''? would you let him?

    If a random guy just came up to me and said something to the effect of "I think you're beautiful and I was wondering if I could kiss you?", I wouldn't let him kiss me. I would thank him for the compliment and politely tell him(in my socially awkward as heck way) that I'm not interested. I'm in a happy relationship with someone and some random guy isn't going to change that.
