How do you walk your dog?

Is it normal to tie your dog's leash around your waist?

I've seen him twice now, this man has three dogs and he ties all of their leashes around his waist. Then he goes jogging down the sidewalk. I guess it keeps his hands free for texting. I noticed him because he had his phone and he stopped to use it right as I was getting out of my car. And he didn't have any pockets to place the phone in. Actually, he was only wearing his tighty whities. It was quite the scene. Skinny man in underwear with three dogs tied around his waist.

Seemed strange to me. But it's not like he had pockets. Where was he supposed to stash his phone, inside his turban?
