Say you're in a relationship and the other person declares their love for you but you feel like youre not up to that stage yet but you really like em. how do you reply???

Just be honest.
It's not as if you're breaking up, and everyone develops feelings at their own pace. If they can't appreciate your honesty, then you know what kind of person you're dealing with.
I would barf and tell them that I don't want that type of relationship, so I best be on my way. Ta ta.
This is a difficult situation, because presumably you do care about this person to some extent and want to be honest about your feelings, but not hurt them.
Falling for the automatic "I love you too" can have disastrous consequences, given how much weight the word carries.
I reckon it's ok to respond with something like "I like you a lot too" or "I'm quite fond of you too" without using the word love until that's what you truly feel.
My reaction would be as follows:
1: take out my cellphone from my pocket
2: fiddles on it a bit and turn up the volume
3: press play and hold phone in the air facing my partner
4: "This is my heartbeat song and I'm gonna play it. Been so long I forgot how to turn it up up up up all night long..."
I would say "I don't know if I feel that way yet because I'm not ready to say"
