Heelp please, is it normal that he acts this way ???

Hello,
First of all, thank you all for reading this post, sorry for my bad english not a native, my story is quiet long so I'll try to make it short, I have a biig crush on someone I'm working with in the same company, but Im confused about his feelings towards me ...
So there is this guy I work with ( I'm an intern) that stares at me a looot it's been like 3 months the same story evryday he keeps staring and we exchange glances for a while, being so shy I can't stand looking into his eyes for like more than 3 seconds, so recently I've started to notice that he tries to be in the same places as me, whenever I go to get water or coffee he just do the same ( open space work place) but never talk to me or even say hello, so I was thinking he is shy and I've started to like him, so I added him on Skype for entreprise (chat for work) so that he can talk to me easily he didn't I waited but nothing, recently I started noticing that he talks to other girls in work, to be honest it's more like flirting to me things like ( Did you miss me when I wasn't here ? I'm going to eat your favorite icecream blablabla) while I'm setting like in front of him it's really annoying, and when he notices that I'm looking in his direction he starts looking at one of the girls he's kind of flirting with... these girls are not even pretty or hot ... I don't know what to think! Also I've noticed that sometimes he waits for me to finish work and do the same, one day we've ending up taking the same subway, but also never says a word!
Does he like me ? Or he is just this kind of guys that like to be admired by girls and flirt with everyone ? Is it normal for a guy to act this way if he likes a girl ?
