He wont take me out

ok so i have a boyfriend we live together and been together almost a year but we have never been on an actual date i have brought it to his attention several times that it bothers me even when he was making a lot of money we were shopping it was suppose to be a day for me all he would buy me was a 3 dollar thing of eyeshadow he was always talking about how he wanted to get me a ring with his birthstone in it we found one but he said it was too much it was ten dollars not even an hour later he bought himself a 60 dollar necklace he told me a month ago he was going to pick a date nite and wed go out once a wk we havent yet now whenever he goes anywhere even to his families or whatever he doesnt want me to go like hell ask as he is walking out the door and im not even showered or dressed also he brags about when he got his ex this or did that for her i know she screwed him over and he says he is afraid i will be like her but im nothing like her at all wtf i told him he doesnt have to spend alot of money on me a special picnic or anything would be nice he told me i deserved more and he was saving up for awhile to do something big i was excited but just last nite he told me he could be going to jail he didnt pay his fines and soon the cable and internet would be shut off i was upset because i told him to watch his spending he just put over 500 into his car system he is 23 is this normal behavior for a guy his age?
