When I lived in Hawaii this was pretty normal behavior in shops and restaurants near the beach.
I've only ever wore them at the pool, the beach, training for swimming in the bathtub or that time we did water activities at the house of one of my aunts.
It would've been inappropriate for me to have wore them at any other location.
I've been living for a wile in Müchen/Germany and as soon as the good weather starts lots of people undress in the public parks and lie down to take a sun bath after a long German winter. Therefore is not a bikini that is going to shock me. In a perfect world people should walk around the way pleases them most. Dressed or undress with a bikini or rain coat.:)
Is the public beach not considered wearing a bikini in public?
Anyway, I wear mine all the time in public during the summer in restaurants, grocery stores, and I used to wear one to school too. I like swimming. Of course, it's usually under something else...called clothes, I believe.
Yeah, I totally were my bikini to school, it's like, it's my body, I can do what I want.

Yeah. It was just that I had to walk through this outdoor restaurant thing to get to my car from the beach. I'm not sure if that counts, but it was pretty awkward.
As VinnyB says, there are places where that kind of attire is quite acceptable, in public.
I for one, was most pleased when the popularity of the bikini fell out of style, in favor of the monokini, which is very popular on the beaches around here.
I've never worn a bikini in stores, restaurants, and schools. However, I do plan on wearing one the next time I go to the beach because I'm finally the proper weight to wear one.
