It's certainly not "normal" in that most girls do not do this. It's more likely fetish-based if she says it turns her on. That doesn't make her "disgusting" like some people are saying, in fact it's not that uncommon of a fetish.

No it is not normal. There is definately something in-balanced in her up stair department. Perhaps she has some bad self-esteem problems or wants the wrong kind of attention. If you are too lazy to drop your panties before you go, perhaps do not wear panties in the first place. My mother in law never did wear panties.
