I'm a shift worker, so sleep to me is very valuable, I need it. My neighbours dog often wakes me up, it barks pretty much all day and normally starts barking at 6.30am in the morning. I got so fed up that I started barking back at it. It didn't work and I'm pretty sure my neighbours heard me.
I wouldn't care about my neighbours hearing me. I'd be shouting, "Is there any fukn chance that thing would shut up before I poison it?" - and I'm a dog lover!!
In fact, I'd be at their door explaining my shifts and that their dog is barking. If one of them is at home, I'm sure they'd take it inside. If they're not at home, I'd let it out and report it as a stray. Or at least scare the shit out of it every time it barks - with a tin tray clattering, etc.

I saw a video on YouTube the other day where someone sprayed mace on a dog that was attacking him. I sometimes fantasise about doing that to the neighbours dog (I wouldn't actually do it but it's nice to imagine it after the dog has been barking for an hour or 2).
Instead I downloaded an mp3 of a sound that's inaudible to humans but supposed to be really annoying to dogs and pointed my speakers out my window towards it and turn it up full blast when it barks. Sometimes I think it actually shuts the stupid mongrel up.
My neighbors mutt used to bark at me whenever I went outside. I threw ice water on it once and that was all it took. Didn't hurt the dog but it stayed away from me :)
haha I bark at my neighbors dog when they bark at me because I am walking in my front yard to the front door!
Get a loud whistle, air horn, or firecrackers and show that dog who's more loud and annoying.
I made my dog wear an electric shock anti-bark collar at night.
It worked, he only barks during the day now.
It doesn't hurt them but is extremely annoying, so they learn not to bark unnecessarily.
But that's an issue you'll have to take up with the owner.
