It wouldn't be the r word because they wouldn't know what happened cause their clothes would be put back on. They might feel a little different down there suddenly but they wouldn't be traumatized at all. Is this still bad?

I used to fantasise about that too before but I don't think it's a cool idea anymore. It wouldn't be half as bad as outright raping them, but you wouldn't have their consent so it would technically still be rape. I'd also say they would feel it afterwards a lot more than you'd think (and it could really hurt), and then they'd think someone drugged/raped them or something and they just lost their memory of it, or that they're just going crazy. Either way they'd be pretty terrified so that would still be bad.

In any case, it's not an original fantasy. The concept was central to the novel "The Fermata" by Nicholson Baker published back in 1994. However, the protagonist in that only used his power to be a voyeur and masturbate. When he does eventually have a non-time-stop relationship with a woman and they have sex, the power to stop time passes to her.
I think it's pretty harmless to imagine/fantasize.
It would still be rape though if you did it, whether they knew what happened or not.
