Every hotel i stay at, i have to change the room at least once?

I agree with Taylor. Most hotels want good reviews and try to put guests in good rooms. Maybe it is the quality of hotel you choose to stay at. Maybe you have a preconceived notion that they do this so you look for things to nit pick about the room. Maybe you have incredibly bad luck. I really don't know.
Not saying this is you, but there are also travelers who always book the cheapest room category with the intent of complaining about the room and getting upgraded for free to a better room. If you are not doing that on purpose, you could be doing it accidentally. If you are booking into a lower room category and they are upgrading you when you complain, you might perceive that as them holding back the better room. But really they were just putting you in the cheaper room you reserved to start, and upgrading you because you are unsatisfied.
I wanted to add to this. When you book through 3rd party websites like Expedia or booking you are going to get the crappy rooms. Especially if you are looking at economy hotels. We only allot them our most basic standard rooms. 1. They pay us a least thirty below the room rate 2. You are being charged more for the room then you would have if you just called the hotel directly( not all the time but most of the time) 3. We'd prefer our loyal returning guest that call directly to get the best rooms.
I work for some hotels and we actually do it the opposite way. We fill all the nice rooms first and leave the worst rooms for last.
