Does he still love me or move on to the next

Is it normal for a guy that likes you to ignore you? I reconnected with my ex after being out of a relationship with him for a year, and although he says he wants to be in a serious relationship , and we talk on the phone. Every three weeks he doesn’t call, text, or answer my calls he practically ignores me. I love him so much and really would love to get back in a relationship with him. I have tried to let him go but when I try all I can think of is him. Is it normal for him to ignore me, or do you think I’m being obsessive about talking to him. I would just like it if we could talk twice a week, is that a lot? Is what he's doing normal?
