Does elance make you pay or just take it from your paycheck?

Does Elance make workers pay them to be on site or just get a cut of pay check if they do find work? Yeah its a very short question as I am unsure of contract agreement.

They do not charge ever 0
They take from your pay check 2
They make you pay to use site 2
