        I think new users eventually get the ability to thumbs down after being an active member here for a little while or something like that.

          They're talking about safe(r) mode, which is a setting on your profile for the site. Safe(r) mods is supposed to edit out some of the more obscene content on the site, so you don't have to read it if you don't want to. I'm convinced that safe(r) mode doesn't actually DO anything.
