Do they still have this app ?

There's this app my friend has. I really want it but I have an iPod touch 6 I don't know what generation hers is it might be a 3 or 4. It's an older version. I want to downgrade from iOS 9 to the lower iOS to see if they have it but I don't know how to do that. I took this picture from my friends iPod to show you what app it is. Do you know if they still have it ? How can I downgrade off of IOS 9 to get it ?
