Well you do have two lumps on your chest it would be hard not to have them touching the person you hug.

However if you like someone as a potential partner or even just a good friend you will give that person a closer hug potentially touching your chest to them.
but if you dont like someone you will give them a quick hug or not as good a hug and your chest will avoid contact.

Yes. It is a hug. Unless you do a side hug it is inevitable. If your boobs don't touch the other person you probably don't give very good hugs.

But why there is a need of hugging someone. You can greet each other by shaking hands or just simply raising your both hands at chest level and joining them as Indians do. In some cultures it is strictly prohibited to hug a male to female.
