    Stop wearing short shorts dumbass. I've never saw a guys penis hang out of shorts because he wasn't wearing underwear. The only way a penis should hang out of shorts is if the shorts are WAY TOO short. So, you should wear normal length shorts with no underwear and you should be fine.
