Can you downgrade and upgrade on ipod touch ?

I need to downgrade on my iPod Touch 6 there's some apps a really need to get back but they don't have them anymore. As soon as I downgrade I'll upgrade back up to IOS 9. Is there a way I can down and upgrade from IOS 1-4 or whatever back up to IOS 9 ?

    Drop it in a blender with bleach for about 75 hours, then mix it with ice cream and fed it to some homeless men. After they schit it out, you are all good to go.
