What does this 100 with underlined underneath it mean?

    Perfect.

    Ever watch anime and how Japanese teachers grade test? When someone gets a 100% score they mark their paper with that 100 double-underline.

    It can mean 100% or perfect, but it can also be used in the context "keep it 100" meaning something authentic or real.

    Could be wrong but I think it is often used to say one of the following or something in that essence...
    100%!
    10 out of 10! / (highest score!)
    We're golden!
    A team!
    Club 100!
    A+++!
    good job!
    #1!
    I'm down! I'm game!
    I'm all in!
    perfect!

    But like all things it depends on the context
    For instance if you said something stupid someone might use it ironically to say the same kind of things as listed above but more like "10 out 10 champ, really smooth *sarcastically"
