    Not morally. Everyone has a right to not have sex (i.e. withhold it), but nobody has a right to force sex on someone (i.e. punish using it).

    Sex can be used as punishment. You can consent to have sex with some one then give them subtle clues to let them know that it was not satisfying. From a man's perspective it's incredibly emasculating.

    If you withhold from having sex with someone, l guess potentially they could act differently, such as a child deprived of video games. Make them feel remorseful, and be more considerate, that is, if their sexual drive is really that strong. But anyways, yes, potentially, and it seems rather fitting because hitting your wife/husband is abusive, but depriving them of something so trivial or unnoticed such as sex is smart, because it doesnt seem an angry punishment, just a deprivation.
