A 5 year old child living on a boat in Kemah, Texas drowned in the marina last week. I'd bet at least several kids were run down and killed by cars in their neighborhoods last week and any number of other deaths befell children as well.
I doubt your problem will be with the boat, if the child has it's own room, but rather on the family situation and finances.
I picked maybe but probably not, this days you have a bigger chance at winning the lottery than to adopt a child.
Some of the houseboats near me are super nice. I don't think the fact that it floats is a detriment.
