No it's not. Cancer is not contagious. HPV is. HPV can lead to cancer, but having oral sex with someone who has cancer of the vagina or uterus will not transmit it. You are talking about two different things here. You can catch something that may lead to cancer, but you can't catch cancer itself.

HPV - aka genital warts - has a strain that is cancerous.
So no, throat cancer won't transfer to cervical cancer from oral sex.
BUT you can get HPV from someone who has genital warts which... if it's the "right" strain (if you want to call it "right") you can develop cancer
