Yes, it's possible. Frankly, don't care about being cool. Care about having friends. The easiest way to do this (coming from someone who gained a group of friends in a few months a while back from having none):
SMILE. Even when you're not happy, put on a smile. It makes you seem more approachable, and will also prevent bullying. A small, closed moth smile.
AT BREAKS, HANG OUT WITH OTHER PEOPLE. Be this at work, university or school, aim to spend at least a few hours in a café/on campus/at a bar. If there is a group of 4 or so people who look approachable and/or seem to have the same interests, just walk up and introduce yourself. It sounds intimidating, but even if you act like an idiot, most people find it charming or adorable.
BE PRESENTABLE. I mean this in more that appearances. Basically, shower everyday, wear clothes that fit you, and have a pleasant demeanour. If clothes you own have to be adjusted every few minutes because they don't cover something or are uncomfortable, or if they are older than 5 years, it's recommended that you ditch them and buy a replacement - not for fashion, but because clothes wear down over time and can absorb smells. Don't be too self-deprecating in public - this is where many people fail. Saying someone is better than you, or saying how much you suck at something, or being negative is really off-putting - take any compliments with a "thank you" or something.
tl;dr being cool accomplishes nothing, be approachable, act like you want to be around people and you'll get ALL duh bitches.

if you be yourself, people respect you, and there fore you cool for being unique. Cause people seem to like me, and that really started when i stop trying to act cool and said fuck it, imma just be myself, somewhere between the transfer from middle school to high school
The only hard part about being yourself is that sometimes you don't know who "yourself" is because all your life you've been told what is normal and what will get you socially accepted. The trick is just really not care about what people think. Glad to know that you found yourself.
Depends on what you think is cool.
For example, not everyone thinks being drunk every weekend and making a fool of yourself is cool.

Okay, on a more serious note. Anybody has the capability of changing their social status, it just depends if they choose to or not.
