Though I haven't played 5 extensively (and from what I did play it was really good...), I'd have to say San Andreas was BY FAR the very best. There was just so much that you could do. All the other games so far have felt incomplete compared to that one, to me at least.
4 had GREAT potential, but it just felt incomplete to me. There was so much that was left out of 4 that I was really disappointed about... I feel like they should have spent a couple of more years on it.
From what I played of 5, it felt a lot like 4. I really liked the dynamic music when you're playing missions though, that just felt amazing. I think one of the main differing factors for 5 is the online social aspect though. 4 had the capability, but I don't think it was even close to what 5 has done with it from what I've heard.

I think 5 was massively let down by the over-zealous, superhumanly-accurate and omniscient cops though.
It's too easy to alert the police, more difficult to shake them and when they're on to you you're dead.
4 got the police difficulty just right imo, although they were occasionally pretty stupid AI wise..

Yeah, I did notice that about 5. It was WAY harder to do police chases, and that made it much less fun for me. They also nerfed the rear-view look in 5 where it has a delay before it goes back to the front making it extra hard to shoot behind. It's more realistic maybe, but that really sapped the fun out of it I think.
In 4, if you were good at it, you could do police chases and keep them going for a while. One of my favorite things to do was chunk grenades out the window. If you timed it just perfect, it was just awesome! I was really disappointed that there weren't military that would come after you with the tanks and shit though. Where are the TANKS dammit!!! Also, the cheats in 4 sucked ass too... There wasn't nearly as many of them and the way you had to input them sucked ass too.
I should have been on the development team. Lol

I liked the cops in 5, well not so much the response time but evading them requires tactics, before you just had to drve out of a circle but in 5 as soon as they started searching it turned into a game of cat and mouse, it's always satisfying to watch 4 police cars go past as you're sat in an alley wirh your engine and lights turned off

I also really enjoyed 1 and 2 when I was a kid, although they haven't aged well at all.
