Bad parenting? what do you think?

I was at my friend's house a couple of days ago. They have a 3 year old son. He proceeded to throw dirt and grass in his parents', grandfather's and the other guests faces. My husband and I stopped him to doing it from us. The parents didn't correct the behavior at all and in fact the mom said oh that's how he warms up to people. I think this is BAD parenting and that too many parents are like this these days. What do you think?

Oh this is simple. Do the same thing to the parents and see how they enjoy it. In fact smack them across the face and say "This is how I warm up to people".
