Are non-citizens allowed to vote in your country's election?

I am asking anyone that is in a democratic country that isn't the U.S. Do you require identification to vote?

    In Australia you can vote if you have Permanent Resident status, which isn't quite the same as citizenship, but any other non-citizen is not allowed to vote.

    Most 1st world countries require an ID to vote. USA is one of the only ones that you dont need an ID because according to the left its racist because blacks are too dumb to have IDs.
