Are apartments supposed to be ice cold

The apartment we live in has always been cold but the last few days it's gotten really bad. I had to sleep in sweatshirts tonight. The apartment company has decided you're not allowed to even contact them due to covid-19 now too, not that I think they'd care anyway. People have left complaints over the years and they come and measure the temperature and if it's only just barely crossing the line for lowest degree allowed in apartments they say it's warm enough and refuse to turn up the heat. And its plus degrees outside still, cant imagine how its gonna feel when its start getting -20*C. My feet feel numb. I'm also fairly certain the windows aren't tight because there's definietely wind coming from them and I used to have my bed next to the window like 10 years ago and had to move it because in the winter it'd be ice cold wind coming from the window when it was closed.

    The landlord is responsible for providing a working heating system capable of maintainting an appartment at a "normal" temperature (the value depends on the State, County, or City).

    If your system does not work let the landlord know that it's not working, and that you would rather have him fix it without complaining to the city/county agency responsible for these kinds of issue (I've seen inspectors "red tag" heating equipment and tell the landlord that they have 24 hours to have a fully functional replacement system installed); and that the landlord is responsible for providing temporary housing (hotel) for the tenant in the meantime. Other communities provide longer times - and not all require the landlord to provide temporary housing.

    Make some phone calls and find out your exact tenant rights for your area (every state and most cities have some community group that assists with tenant rights information).

    Turn up the thermostat. Every apartment has one. Unless you live in someone's garage.

      some places got one central boiler and steam or water heat loops that cover multiple apartments or floors and the heat is controlled by hidden valves throttlin heat medium thru said loops

        Even those units will have a local isolation valve that can be throttled down to balance the system. You can't remove a single radiator without shutting down and draining the system without the isolation valve. You might need to go get the proper tool to open the valve, but it can be done.

          yeah i work on this kinda junk all the time

          theres main loops for several apartment units or floors and theres isolation / flow controls for each apartment or groupa rooms

          openin the sub controls aint gonna do shit if the main feed is throttled in and or some other consumer on the sub loop is an easier flow and robbin all the hot water / steam

            Well then I think that I would take all of my stuff to another place, then come back and build a nice big campfire in the middle of the living room to get more heat. Perhaps the landlord will get the hint after that.

    What's the situation with heating? Don't you have a thermostat in your own apartment which uses either gas or electric to heat the place, and you pay the bill? That was always how it worked whenever I rented. I don't know where you live but I would check out the local regulations for these things and make sure you aren't getting shafted.

    If it really is controlled by the building and they're legally allowed to do this then I would buy some space heaters. You should be able to afford at least one even if you are poor - little plug in fan heaters start at about $15 or something and heat up a room really well. If they say you aren't allowed one then just don't tell them you have it and put it out of site whenever they come and do maintenance.

    Also make sure you keep all your window coverings (blinds and curtains) closed as much as you can, and I would also get draft excluders for doorways. These are very cheap, and if you don't want to buy one you could probably even make one fairly easily. Also cooking meals can heat the place nicely - I used to do a big pot of stew or a nice roast for dinner on cold days. Running the oven or stove top for a couple of hours really warms up a home
