      I think the person meant that sometimes a person can have so much freckles their faces actually look a bit "dusty" and it has nothing to do with their cleaning habits. Saying "dirty with freckles" might sound a bit rude, but sometimes it's just hard to phrase things at times.

      By the way, I adore freckles. :-)
