After i brush my teeth i get phlegm

is it normal that after i brush my teeth i have to cough up alot of phlegm for the next hour or two? i know i do not swallow ANY toothpaste because i am extreamly careful. i rince my mouth out with water after i am finnished aswell. it is an anoying occurance, and i am wondering if it happens to anyone else.
