A short fat woman stronger than a tall skinny man: is it normal?

It is believed by many that as a rule, a short fat woman is STRONGER (physically more powerful) than a tall skinny man (e.g. he is 6'1" and 130 lbs. while she is 4'11" and 190 lbs.). Is it normal for her to be STRONGER than he is?

    Wouldn't a fat person need more muscle to be able to move around all their fatness than a thin person would need to move around less much weight?

      Yes, and that is why, as a rule, a short fat woman can out-lift a tall skinny man in weightlifting, especially in the clean and jerk and in the bench press, plus she can take him down and pin him during a wrestling match plus she can beat him at arm-wrestling. Her muscles are bigger than his muscles are and, of course, she is bigger than he is even though he is taller than she is.
