9 year old girl to be in the men's shower room at a swim park?

I'm assuming the girl was in there with her father? but he might've been in the restroom stall area. The showers were essentially all out in the open surrounding the benches and lockers. She went unnoticed at first, as I was just freezing and trying to get into the hot shower as quickly as possible. I finally noticed once I got the soap out of my eyes, there she was standing barefoot with a folded towel just staring at my penis as well as the butts/penises of two little boys in the shower next to mine. She then proceeded to undress. Is this normal behavior? Or is it considered normal because she's technically under the posted age limit for opposite sex in the locker rooms? Would you also feel uncomfortable? Or do you have a similar experience?

    I would feel uncomfortable but the father is probably a single dad who's been forced into the situation of bringing his daughter into the sme changing room as him to protect her, so I wouldn't really say anything.

    My mum used to take me into the women's changing room when I was a kid so it does make sense to me.

      My mother did the same with me when I was a kid.

      She was always protective of me and didn't want me to wander off.

      All I could think at the time was to hurry up and get out of there and that maybe it was none of my business. In retrospect, I probably should've said something to staff.

        The staff is very aware of these things... My sister worked at our local pool when we were teenagers.

        All the staff members were told about it as part of their introduction; and that it was normal up to sexual maturity. No one batted an eye...

        Also, many of us skinny dipped in the local river as well - guys and girls together.

          Older times I guess buts it's still creepy. so lil advice for the future keep these tid bits on the down low.

          Been family rules to seperate the sexes for ages 5+ for bathing. This is coming from a finnish saunas every night kind of family.

    Dad brings a girl into the mens locker room and everyone goes crazy.

    Mom brings a boy into the girls locker room and no one bats an eye!

      Probably because young girls raped/killed by men > young boys raped/killed by women. No one bats an eye because of that fact. I know men that were raped by women as children, men that have been raped by a women as an adult and i know that the statistics are off due to men not coming forward. A lot of women dont come forward. People that have been raped are scared to come forward period.
      An interesting point though.

        All I know (and this is only speculation) is that if I do see a man with any child in any bathroom the scenario in my mind is a) single/divorced parent with child B) pedofile with some kidnapped kid.

        My mind wants to believe its with good intentions. It has been bestowed upon the mother of the house to tend to the kids, but a lot of times that just isnt viable.

    The more modern swimming pools have such.

    I grew up in a town that had its outdoor pool built in the 1930's; and while the pool and the wading pool has been completely replaced in the last decade the changing/shower house is still being used with no major modifications (it was very well built, very functional, and has a clay tile roof that will likely last a few hundred more years).
