Makes sense to me. I'm 4'2" and have a 13 inch penis. As a general rule, the added height is taken away from your penis length. It's hard to remember, medical school was a long time ago, but I think it's 1/4 inch of penis yields 1 inch of height with a base size of 6 inches at 6 foot.
