18 year old male here.
Realised that I am attracted (psychically) to some 13/14 year olds. Would not have sex with them because it is illegal and they are immature,
Some 13-year-olds still look like kids, others can be hard to tell from adults. It's not like your internal hot-or-not meter stops to ask for ID before... hang on, I just re-read this and realized you said *psychically* attracted. I misread it at first. That changes everything.
If they have developed female shapes and dresses like sluts I can't really blame you. Lol
You have no control over what you do or don't find attractive, only what you do or don't do about it. You should be commended for saying you wouldn't act upon it.
Because of this, there's really nothing morally wrong with finding 13/14 year olds sexually attractive. Only in starting a sexual relationship with one, since, for the most part, the differences in emotional and sexual maturity would be too vast, leading to issues including consent capability. Hence why age of consent laws exist.
I remember when I used to work in a shop when I was 18, and there were some gorgeous girls who used to come in who looked around 17 years old - but turned out to be >15. Not everybody looks their age, or develops at the same rate. So in that situation I'd say it's perfectly normal.
If, however, the girls do look like 13/14 year olds, like they're in the early stages of adolescence, that's a little different. Less common, although not as rare as we probably imagine. So I'd say it's not socially acceptable, but probably 50% of the population would find certain 13/14 year olds attractive (even if they'd deny it).
I wouldn't worry about it, unless you start to become exclusively attracted to that age-group. Then you might have some difficulty.

It's distinct from paedophilia, since that is an attraction primarily to pre-pubescent children.

As long as you don't act on these thoughts, you're not a bad person. For your own sake and for the sake of innocent children whose bodies no one as the right to use for their own pleasure, it would be best to talk to someone professional so you can get to the root of why you feel this and you can move on with your life and be happy.
