hm. why would it not be? Age of consent in most european countries is between 14 and 16, with additional exceptions for close-in-age partners...(so 15 and 13 would be ok, 20 and 13 not).
17 to 21 seems rather close enough. Just look around in your own family...how big is the age difference between your parents? Between aunts and uncles? Your grandparents?
When you are young, a few years may seem like a big deal, but if you stay together until you are 40 and 44, it will seem so incredibly neglectable :)
Don't you worry about that, just enjoy the sex with someone that is probably more experienced than boys your age ;)

I had a friend that when she was around 13 or 14 she dating a guy in his 20's. Her parents were okay with it as long as he wasn't African. I don't think that's right. But with you and your lover, the age difference isn't much and you're almost 18.
