17 and his voice hasn't broken yet?
My brother's voice is really high, has been breaking for about 3 years now and he's starting to worry about it all the time. However he can consciously make his voice sound about 2 octaves deeper, so is it normal?

Did he get that surgery where you chop your balls off while he was going through puberty?
Some people have higher voices than others, its possibly nothing to do with his voice breaking, just how he's used to talking. Maybe if he tried to talk with a deeper voice all of the time it would become habit.
Maybe he should go see a doctor? I mean it's normal for your voice to break occasionally due to various reasons, but I he's worried he should see some one.

There are many organic reasons that could lead to this sort of thing.Maybe his voice did broke,but not enough for you to notice.For example:My voice changes frequently because I am a smoker,sometimes it is higher pinch sometimes it's deeper.But,other people don't really notice any change until it's radical.Extreme.I bet your bro has got small lungs and a generally girlie complexion.Very lean,stuff like that.
So,I think It's pretty normal.
He might have some issue with his gonads going on tho.Maybe it's an hormonal unbalance and it might be a sign of impending illness.It might be an early symptom.So, maybe you should get this thing checked by a doctor.Even if usually they aren't paying attention to those early apparently not important symptoms.
