Backstory- me and this girl share glances each other for 3 months till now. but she's isn't smiling just staring.
Question- this girl looks at me but not smiling at a distance not very far, but when she is close to me she won't even take a glance at me. is she interested in me?
Yeah, she likes you; but too shy and awkward to approach you; probably afraid of rejection. However, if you ever choose to talk to her, be careful with the words you say; because she'll probably assume you like her too and let her feelings get carried away.
My advice, either start ignoring her, or get to the point and ask her, "Hey, I've notice you're always staring at me. Why?"

But it seems like you want her to be interested in you. If you are responding with exactly the same facial expression as she does, then she probably thinking the same thing by now.
In my experience it means nothing until you take action. You have to look confident, that's so cliche but I don't just mean have the cojones to approach her, which could backfire if so far you displayed submissive or timid behaviour... No you have to look confident towards the other males. If you're the alpha male of the group (amog) you are even guaranteed to get her.
It means in 30 years you'll be married to her, her ass will be fat, she'll stop taking care of herself, blame you for all her unhappiness, and constantly complain that your job and your social circle don't meet her level of expectations.
Don't worry so much and enjoy life while you're still young.
