Was i wrong for going to higher up?

I recently got in trouble for going to higher up. This higher up is taking over for someone in a lower position who went on vacation but is higher than most of staff. A lower staff keeps telling me no when this has already been approved by both this higher up in the past and the position that this higher up has is filling in for. Now Im being told I am skipping chain of command even though these lower ranks admitted already that they do not replace or stand in for the missing staff memeber. That higher up I talked with does but I am no longer allowed to speak to them. I'm not sure who I am suppose to talk to anymore.

    If anyone can understand what the hell this is about, they deserve to take your higher up's job.

    Go to HR. They can't restrict you from going to anyone in management.
