It's a good song and I don't mind getting rick-roll'ed. People turned this song into a meme and make it like it's a bad thing getting rick-roll'ed by someone on the internet. I am saying this as someone who is 23 years old and appreciating some old songs. No one can change my opinion about this.
What surprises me about Rick Astley the most is his voice. In the video he's this 20-something summery looking ginger kid, but his voice is so soulful it's like he spent his entire childhood in a gospel choir.
He can SING man!

Never Gonna Give You Up has a very strong hook, and Astley's voice back then was amazing (it's still pretty damn good).
It's from a period when Stock Aitken and Waterman were at their peak and churning out loads of catchy pop records that all were immediately recognisable as their work. I was in my early thirties in 1987, and even then there were a lot of people younger than me who detested their style, but you couldn't avoid it if you ever listened to a popular music radio station, and you couldn't stop the damn tunes from playing in a loop in your head once you'd heard them.
Over-exposure of anything devalues it, and once something becomes a cliché, anyone using it marks themselves as just another sheep following the flock.
The man has a great voice... I also like the song. Hell, I've searched for it by typing "rickroll", cause it's faster XD
