News cast in the background noise

Does anyone else experience something like this ? anytime I hear background noise like water running air conditioning a fan or any other type of long background noise I can hear what sounds like a newscast or talk raido.I can't really hear clearly but I hear something sounds like two people on cb radios. when the background noise stops I don't hear it anymore. I once met a women she had an eleven y old son she said he never turn the light on when he use the bathroom not even at night. She said he just said he doesn't want the light on. then one day I asked him why he didn't like the bathroom light. He told me it was not the light he didn't want on it was the fan that goes on when you turn on the light I asked why ? he said when the fan is on he can hear people talking I wonder if it is like what I sometimes experience
