Is it normal my 17 year old son doesn't know how to tie his shoes?

He's not retarded or anything, but he's a bit slow, and he doesn't know how to tie his own shoes or tell time on a clock. I have to do it for him every morning.
Should I be concerned?

        It's not failure that their kid was born with a mental deficiency, more like badluck. you could jhust as easily have a kid who doesn't have the ability to do what you take for granted, it's called dyscalculia (can't understand number-related things like analog clock) and/or dispraxia(trouble with finit motor skill). But I remember you are deficient in empathy, so it's kind of similar..but you wouldn't understand that

    I learned how to tie my shoes in middle school because I broke my leg and had to stay in the office during PE and there was a book about it in there. As for the clock, I still can't do that shit.
