Is it normal for guys to coo at dogs

I have a buddy who everytime he comes over he coos at it like a soccer mom at a newborn baby. I don't care for the dog that much, so I always have him petsit and walk the dog when I don't want to. They cuddle and he sings to it and carries it around all the time and talks to it like it's a person.

He's a fucking douchebag to everybody else he talks to and has no personality but plans weddings with my goddamn pooch
