I have a few sleeveless hoodies that I wear during the summer. Been doing that since the early 2000's. XD

I met a guy once who wear layers of clothing including a hoodie and a beanie in the middle of the summer. He was probably one of the worst people i've ever met so I second that only psychopaths do that tbh.

I see some joggers do it, because it stores sweat and it keeps them cool. My sister wears hoodies in the summer, but she has incredibly pale skin and she burns no matter what.
