Is it normal my oily eyelids burn my eyes

I have kind of oily skin and my eyelids are too and lately they must been extra oily because my eyes start to burn a lot. Its worse burning if im wearing eyeliner because eyeliner comes off my eyelid and go into my eyes with the oil. I wear powder for my face but it doesnt last for long to keep the oil off. I wipe my face with my hand and my fingers get sticky. I clean my face everyday and use moistirizer and it doesnt help.

    My sister just carried powder around with her and reapplies it religiously.
