Is it normal my legs look so fat although i'm underweight?

I'm an adult female, 5'3 and currently 89 pounds. I started dieting around 101 pounds when I realized that I was looking "jiggly", especially around the thighs.
As I've mentioned before, I'm at my current weight (89lbs) after dieting for around two months, which is actually below my goal weight (90lbs)
I've noticed large changes, I can now see some ribs and hipbones, even a smaller bust. I'm slightly unhappy with losing weight in those places, for obvious reasons.
However, it appears as if my legs, especially thighs have stayed the exact same.
I'm extremely confused and scared as I had lost my period and I'm not losing weight in the actual places I've wanted.
What should I do?? Please help!!

    The only way to fix that is using weights. There are plenty of leg workout videos on YouTube that use dumbells. Look those up and do them.

    Do you exercise? When I say exercise I mean more than just cardio. You need to be working out with weights!

    Skinny fatit's called. But at your bodyweight and estimated body comp, you need to work on building muscle. I STRONGLY advise against losing weight if your under 100 pounds that's overkill and probably not good for you.

    I got thick thighs too.
