I can see & control tiny, bright dots that appear constantly

Ok so my whole life I've experienced something quite odd about my sight. If I focus on anything I begin to see tiny bright, multi-colored dots bouncing in all directions. If I close my eyes, I see millions among millions of them of which I can control the shape of. Sometimes, when I close my eyes I see huge flashes of light. I remember talking to my mom about this and she had no explanation except for maybe me hitting my head which would make me "see stars" but I did nothing to my head. If you experience this or know what this means PLEASE let me know asap.

I'm don't think you are describing the Blue Field Entoptic Phenomenon, but you could start by looking that up. It's harmless and applies to everyone.

If it's not that, which, again, it doesn't sound quite like that, you should probably see a doctor if it's persistent or bothers you.

You could also look up afterimages and visual snow. Those might be a starting point, and if nothing else, you can rule them out.

You're Fine, dude. When the retina in the back of your eye analyses light that is too bright, it absorbs the light to compensate for its lack of ability to reflect it. You're imagination can do what you will with this light, and it can stay there for minutes, for not really being there. Tell your mom to look at the sun for a couple seconds, and close her eyes.
