Does any type of phone refuse to turn on while it is charging?

A while ago, I was talking to someone online close. One day they said they had to go to charge his phone, and said his phone 'won't show anything' during charing time. I am suspicious that he only said that because he was bored of talking to me. Like the title says, is there?

    Ever seen his phone? Could be anything under the sun.

    He could be lying. His phone could be incredibly old, his phone could be broken in weird way, maybe the phone is designed like that to make people detach from the phone.

    I had a phone once that wouldn't turn on until it had charged up to like 5 or 10% if it had died but most cellphones i've had haven't been like that. My current for example turns on immadiately when I plug it in even if it had just died.
    I've also had issues with charging when the cord was bad in which case I couldnt touch my phone while it charged because it needed to be in the exact right position for it to work.

    i had a motorola that would go batshit if you tried to use the touchscreen while it was chargin

    i always use the show touch feature in developer options and each touch would show 4-6 touches across the phone

    When I used an old nearly broken charger I used to have to turn my phone off and position it perfectly and not touch it just to get it to charge.
