close to the base of my penis, are small raised bumps...they are very small, but alot of them??? wtf is wrong with me??

STOP SHAVING YOUR BALLS AND PENIS AREA.
What you have are ingrown hairs and by shaving that area, hairs become trapped underneith and rise up the surrounding skin.
The best advice I can tell you is to just let it grow out, your dad will still have sex with you reguardless and you don't need to shave to keep that "innocent, little girl" creepy thing you both love going.
Also, remind him to give a reach-around when hes butt ramming you, its only common curitosy to get you off while he gets off.
tis totally normal. they are hair foolicles. they r visible while soft if u strecth the skin slightly. they r so easy seen while hard cause ur skin is pushed outwards.

Yea. Its probably not serious. Had this happen to me after I started shavin my junk. The doc said it was caused by irritation of some kind or another. Just get it looked at by a dermatologist. THey might have something for ya.
Come on. PLEASE see your urologist. Changes are, it's nothing to worry about. But you'll feel better when a doctor tells you that.

also, i'm a 16 year old, and these bumps are only seen when i get and erection..they do not hurt...perhaps they are just small pimples, or oil glands?
You got it from your mom, at birth. It is an STD. Now just burn the little bumps off and youll be fine.
