If you were guaranteed 6 billion dollars up front and all you have to do is stand at the boat while someone is drowning and screaming for help, and u have to let them drown/die without saving them. Would you do it? The person drowning is a stranger.
Yes and no. If the drowning person were a convicted murderer, rapist or child molester I like to think I could watch said person drown to death, but otherwise I couldn't just standby and watch someone drown. I would of course be more likely to throw the person a lifesaver, especially if said person were a significantly larger and stronger than me, because a rescuer can get pulled under by a drowning person.
