Even though I love dogs more, I would choose a cat. When someone sees a dog walking on the side of the road people are like "omg is it a stray?? Where's it's owner? Think someones looking for it? Poor thing!" and when people see a cat they're like "meh whatever." or "must be on some sort of adventure.." No one paying attention to you would give you a ton of voyeur opportunities and freedom.
