You'd still have your underwear on, so if they saw you with no pants on you'd still have your boxers/panties on, and if they saw you with no top on (and you're a woman) you'd still have your bra on.

Flashing nude is a favorite pastime of mine. After being so cold out, it was finally a warm day. My boyfriend and I went to an art gallery in my hometown. I was wearing just a pretty revealing summer dress, no panties, no bra. After getting upstairs, I took the dress off and walked around the gallery nude. Several people got out their phones and took pictures, but no one spoke objection. After leaving there, we went to the city’s “Nature Park Trail” and I walked the entire trail (just over a mile) totally nude. I do this regularly, and have never gotten into trouble. Most people seem to either look away, smile and acknowledge what’s happening, or take pictures....in which case I give them plenty to see.
If I'd still have my bra on, then no shirt it is. Some of the crop tops I wear may as well be bras. XD
No pants or skirt I suppose. Sure they would see that snall anount of bulge I'm just able to tuck away and learn the truth but they would also see my glorious small bubbly butt so i mean meh. Plus my boobs are to small to go flaunting about
